Violence and Impunity Because issues of health in Guatemala are inextricably bound up with issues of violence and impunity, we now help fund the Washington Office on Latin America (WOLA) programs for Guatemala. These programs focus attention on the threats posed by the existence of the clandestine groups and organized crime and on pressing the Guatemalan government to adopt serious and viable mechanisms to confront this problem. They also address the issue of violence against women, examine the role of the armed forces and police, and focus on traditional human rights issues. WOLA recently published Hidden Powers, which documents the problems caused by continuing impunity. Update November 2007: Tula's support via WOLA was instrumental in helping convince the parties involved to agree to establish the UN-led International Commission against Impunity in Guatemala (CICIG).
